Poor safety policy. A driver doesn't see someone in perfect conditions with clear visibility and get a benefit of the doubt and carries on as if nothing happened? An eye test at a minimum, perhaps even sit the driving test again? We test our drivers every three, six months? No. Benefit of the doubt. What does it take for a good risk avoidance policy? Accidents, fatalities? Very, very poor especially considering that parents put their children's lives in your hands everyday. The roads are not safe with this policy.
