Refused to give our dog back to us unless we could show them a negative COVID test. Impossible to get a test in Gippsland. We had returned to Vic. from country NSW (green zone) before any restrictions (border 31st Dec, attempted to pick up dog 1st Jan) but they decided they were the COVID enforcers. They would not agree to a contactless handover either. Very strange behavior. We had to get some local friends of friends to drive an hour out of their way to collect him for us. Never again. Be warned.
