There must be a competition in Vicroads to create the filthiest unkempt toilets at rest areas in Victoria. If so this would be a finalist and with the overflowing bins and rubbish blowing everywhere outside a top 3 nomination for an Academy award. Either that or someone in Vicroads is on the take and not oversighting the carrying out of cleaning and maintenance contracts.

They are toilets. They accept all deposits. If you are planning a trip here for your next holiday, bring your own paper, better safe than sorry.
It is normally filthy with rubbish strewn around the outside. On this particular occasion it had just been cleaned although the floor being still wet, one gentleman was disgusted not able to drop his strides. It didn't bother me I was happy that it didn't stink for a change.
Nice and clean
Generally filthy, only useful when desperate. Northbound site is same design and shares the same filthy condition along with the vandalism, flooding and rubbish. Vic roads don't seem to care. Total rebuild required.
